The meaning of Hajiro Kaizuburi （ハジロカイツブリ）of the Japanese name means "white feather's grebe". 

According to the Wikipedia Japan sentence,

It disperses in Europe, Africa eastern and southern, East Asia, North America Central, South America Northeastern part, and after that it breeds.

Some non-migratory seasons move to maritime and temperate areas.

In Japan, it comes flying over as a winter bird from Hokkaido to Kyushu to various seas and lakes, after breeding in the northeastern part of China and in the surrounding area of the Ussuri River.

Steller's sea eagle (Haliaeetus pelagicus) is a large diurnal bird of prey in the family Accipitridae. It was originally described by Peter Simon Pallas in 1811. No subspecies are recognized. A sturdy eagle, it has dark brown plumage with white wings and tail, and yellow beak and talons. On average, it is the heaviest eagle in the world, at about 5 to 9 kg (11 to 20 lb), but may be below the harpy eagle (Harpia harpyja) and Philippine eagle (Pithecophaga jefferyi) in some standard measurements.It lives in coastal northeastern Asia and mainly preys on fish and water birds. The Kamchatka Peninsula in Far Eastern Russia is known for its relatively large population of these birds. In the summer, Steller's sea eagle breeds in the eastern part of Russia (the Kamchatka Peninsula, Sakhalin northern part etc.) and in the winter it migrates south to the Korean Peninsula, Primorsky region, South Kamchatka Peninsula etc. for wintering. On the coastal area of the Sea of Okhotsk, many individuals migrate southward in winter, while on the Kamchatka Peninsula many individuals remain without migrating south of the Kuril Islands. In Japan, nominotypical subspecies migrate to Hokkaido and northern Honshu due to wintering in winter (winter bird). オオワシは、夏季にロシア東部（カムチャツカ半島、樺太北部など）で繁殖し、冬季になると越冬のため朝鮮半島、沿海州、カムチャツカ半島南部などへ南下する。オホーツク海沿岸部では冬季に南下する個体が多いが、一方でカムチャツカ半島では千島列島以南へ南下せずに留まる個体も多い。日本では基亜種が冬季に越冬のため北海道や本州北部に飛来（冬鳥）する（ウイキペディア日本文）日本国天然記念物の一つである。
